I grabbed Baltus and headed toward the judge upon logging in. Then:

The Judicial Bench
A wooden dais, its framework ornately carved and its panelling richly
stained rises up here at the eastern end of the Judicial Court. To
either side of it, lower platforms are set with desks and benching for
the court's clerks. Upon the central dais, surrounded by this carved
wood and panelling, is the Magistrate's chair, an imposing throne of
deeply stained and polished wood, upholstered with deep, red leather.
Spread out upon the stone wall behind this daunting structure is a large
banner of royal blue, embroidered upon which, in gold and silver
threads, is the Royal Crest and coat-of-arms of Taslamar; the King's
Colours and the symbol of his sovereignty.

Alaric wasn't even logged in, much less running around killing people - and Baltus obviously just stands there I guess. Just seemed odd to me.

Pretty sure this is some new code thing. NPCs standing in front of rifts where crimes are happening won't walk off to report the crimes they witness until the rift is dispelled either.

EDIT: If it prevents law NPCs from running off to report allied group members, I'm all for it though.

Hmm... maybe something related to the hidden exits change? Did someone blind these NPCs, perhaps?

Not if she was able to order the NPC to join her group. Need to be able to see to do that.
