After seeing the brouhaha in Gameplay over scrupulous alignment, and just recently finding out information about Garazul, I think the Governor quest is bugged after a manner.

The Governor quest is lightie only.
The Governor declares, in essence, that an entire group of NPCs are either grey or darkie and sends the lightie PC out to kill them.
A large percentage of that group is, actually, lightie and people without DA won't know it and will kill them to complete the quest, accidentally breaking alignment through no fault of their own.

Wow, they are? I thought all the crew on the ships were grey or dark. And "unscrupulous" grey can do the quest too. I did it on Dannek.

But if you listen to what the governor says, he does not restrict what he says to the NPCs on the ships.

I believe that the only NPCs that count towards the quest you're referring to are, in fact, dark aura.

Not sure this quest is actually "broken". Only the pirates on the ships count. I'll cruise through with detect aura later to see if what you're saying is true, but not sure it is. I think the only broken quest in Garazul is Jadelyn's rogue, which I've already reported.

There's light aura pirates all over Garazul and no clear indication that they don't count for the quest.

No, the governer doesnt make it clear... When I tried to do that quest on Keth, I didn't know about the ships. Didn't realize they were there until a few characters later. While trying to do it though, I tried to discover what NPCs counted, so I would slay a few of a type (some of them against alignment most likely, though I didnt have DA)... the swaggering sailors? nope. the other sailors walking around? nope. kept doing that with all of the multiple-spawned NPCs. nothing. Governer HAD mentioned something about "merchants" so i even killed a few shopkeepers (definitely against alignment), and nothing. Seemed none of the town NPCs were the right ones. Then on Jaervis, I found out about the ships (and felt like an idiot for not knowing) and killed a few of the crew, checked the quest, and yay! they counted. I think someone mentioned to me that all the crew are dark (the slaves in the hold on one of the ships are lightie).

Pretty typically, all the sailors on a pirate ship, are considered pirates. Guilt by association at the very least. I mean, they had slaves in the hold. Governer wants your help to stop them from their business in human trafficking. Whether they are the masterminds running the business, or the thugs working for said mastermind... they made their choice, right?

I think he meant the sailors that wander the streets. Those NPCs are light aura me thinks.
