Is this just an issue with this specific item? The skirt I shrunk earlier is now size tiny and there was no release of spells with that attempt.
However I've shrunk the flowing blood circlet before without this happening, although it has returned to original size upon being removed without my character being resized in the meantime.

I have seen this happen with my necro and sorc. It is a rare issue that logging out can fix. Yet still very annoying.

Logging in and out didn't fix it in my posted log. (See recent bug I logged - same premise)

I do agree it's annoying ;)

The explanation I have heard is that magical resizing on items is stored in the same place where other magical enchantments are stored, so there can be mechanical instances where this information forgets why it is there and when it should leave.
