This happened a few days ago, on a PK I did and I just noticed it by reading the log. That room is just west from the judge of Nerina. As you can see, the two NPCs go and report my attempted murder before I even shoot my arrow. If I was fast enough to type stop after the skirmish command, I would still be an outlaw for an attempted mugging/murder without committing any crime. I looked through the code and I believe you are mistaken. There shouldn't have been anything that would trigger them to report you until you actually shot the bow. Seems to me that a tick happened right before you spotted your target and they both just happened to randomly wander to the east.

Urm D? The Hook-nosed NPC is supposed to stay put... he's not a wandering NPC.
