Immersed in Lake Everclear

I'm not quite sure about this but being able to cast/brandish the spell of create spring shouldn't work while underwater.

were it being magical not the case though, It still is appropriate. Ever heard of a spring fed lake? they don't mean a river. Underwater springs feed lakes everywhere.
