This is a wholly separate issue, but I believe that this happens a lot more often than people realize. Now I myself have only played one character in my entire term of SK (unless you count a sprite sorcerer with asthmatic con - deleted after he was owned by a few snakes). But I have a feeling that my subsequent characters will suffer this same problem. Mark that:
this is not a solution; it's another problem entirely.
My major current problem was that the item I was trying to give the NPC in response to the quest he simply
stocked in his inventory: every time. Regardless of how nicely I asked, and responded to the key words. In general, it seems that merchants who do anything besides sit in place and sell goods still have a bit of tweaking to be done.
