Shouldn't I feel MORE fatigued when the fatigue affect kicks in? If I feel less fatigued, then I would be in BETTER shape.

I agree. I bug logged this in game quite some time ago but nothing was ever done about it. I think it should say the opposite of what it does.

I believe what's happening here is that prior to slowing down you were already fatigued from a previous haste. When this haste wore off, you became more fatigued. The game translates this by removing your old fatigue effect (and you get the message) and substituting a new but larger one. I agree it is a bug. If I'm joining affects, I shouldn't show the removal message.
