It should also be pointed out that even with mastered second attack (or third or fourth for that matter) does not guarantee you that many attacks, even if your weapon is fast enough

I could be wrong on saying this, but doesn't balance matter, too? I mean, hooray, dual wield...that doesn't mean you should bust out with two katanas, and expect results. Isn't the best combo to have the damager in your main hand, and the faster weapon in your off hand?

Your offhand weapon needs to be pretty fast to get the extra attacks, your mainhand can be a little slower.

Only use finesse weapons, first of all. Don't bother using any weapon that isn't in the "help finesse" file. Besides that, use compare to check weapon speeds. Using common sense can also help if you don't have the option of comparing weapons- for instance, a rapier (thin, fast blade) is going to be a lot faster than a machete (thick, heavy slashing weapon used to cut through vegetation).

As for whether you "should" get 4 attacks every round, it depends on the situation. You could wield two very fast weapons that deal virtually no damage and be completely useless except for tanking purposes, or wield a slow and a fast weapon and deal four times as much damage as you were with the other weapon set. It all depends on the situation.
