 Post subject: Imperial territory.

I can understand why the ocean around Menegroth, Seawatch and other locations is Imperial jurisdiction, but could someone kindly explain to me why midnight guards spawn in unclaimed territories such as Selhys or the tower of Dundalis? In fact, the Empire seems to own the entire ocean.

I can't claim to understand why.

Since you've made it so that the guards spawn ethereal, wouldn't it also make sense to change their class to sorcerers?

The Empire rules the ocean because they have the only true port cities. Seawatch, Seaside (at one point), and of course Menegroth.

All the other kings may have small villages, but no where near the scale of power the Empire has at sea.

But the empire has no ships that far out; its a bunch of crazy hellions ninja cleaving folks in the middle of no where.

Perhaps a code could be added that the further away from major cities the lower the concentration of spawning bounty NPCs.

That is pretty much rediculus, in the middle of the ocean the Emperor decided to position some guards, flying and with the ability to go ethereal.
I think all the ocean should all be unclaimed territory

I regard it as if a bunch of imperial mages keep an eye out for outlaws through some scrying abilities. They then dispatch these elite guards through means of teleportation to where they found out the outlaw is. If they sense that he/she is partly on the ethereal plane then they send guards accordingly (potions, spells, scrolls, something is used).

When solely regarding pure balance and logic though - it's just effing stupid...

If law NPCs can cast teleport on another target(see: banishment), they can cast ethereal on another not sorc npc law NPC to come after you.

As for empire owning the ocean, all the recorded serious sea activities are imperial so far. I see nothing wrong with them claiming the ocean at strategic positions(way to Selhys etc).

Don't get me wrong. I don't mind them spawning ethereal. What I find unbalancing is the fact that the Empire can have bounty NPCs in the most distant places. Other nations can't. The Empire may be a naval power, but I don't see any ships in the game. Unless we assume the guards teleport themselves to the criminal's location, I don't see how they got their troops there.

It would make sense for the ocean to be split in seperate law zones, corresponding to the Kingdom which is nearest. Territorial waters (continental shelves) anyone? :-?

Many many of the islands about have been claimed in the name of the Empire. So I have no problem with there being law NPCs there. I *do* have problems with them being inside Selhys and Paithan's tower. As if Paithan would allow them to just walk around freely in his tower. He'd get Kleitus to kick there asses out in a heartbeat.

Any Imm that has a bit of free time, please please please take a look at this. It is honestly just stupid.

They don't spawn -inside-. Or at least I've never had it happen to me. They pop in the ocean outside, on the beaches of the island or even exactly at the whirlpool.
