Cloth priests got an extra bonus on purpose. Even if you think that cloth armor priests can be as good as light armor priests, the statistics were clear that it was harder to recruit cloth-armor priests. Plus, if you feel that the cloth-armor style of combat is superior, you can certainly emulate it because all priests get magical vestment.
Therefore, we gave all the cloth-armor priests remove compulsion as an additional benefit for playing the less combat oriented priesthoods. And it should also be expected that, in general, the cloth armor spells will be better than the light armor spells, which will be better than the heavy armor spells. That doesn't mean the new spells for heavy armor priests are going to suck. They may be fairly powerful. But we will be tuning them with prejudice, so they may be very mana-intensive to maintain.
I agree, cloth priests needed a perk. However, the way I see it now, the difference in 'power' has changed to bring the clothies alongside the plated guys. Where it was Heavy > light > cloth, it is now Heavy/Cloth > light, with the new religion spells being more powerful for clothies and the remove compulsion.
What I'm saying is that it might be a good idea to push the light armors up a notch to bring them on the same level.
The argument about simulating cloth armor combat is moot, as that is not what has been balanced

Sure you can emulate their 'perks' (if you can find any) by wearing cloth armor as a light armor user, but you won't get the extra spells now will ya
Thinking about it, dodge might very well give light armor priest an unfair advantage even against heavy armor priests. All they have to do is wear energy and make better fighters than heavy armor priests.
I'd suggest making light armor spells equally powerful as cloth armor spells, and heavy armor spells less powerful than that, but I think the spells are too far into development for changes in that now.
I suppose the best plan is to let it be for a while and see how it rolls. If in a few months theres no noticable lacking in light armor priests, I suppose its fine. However, I am already seeing far less people interested in playing light armor, prefering the superior casting ability of clothies, or heavy armor of well, heavy armor religions
