I really like the new structure. Leaders can focus on leading, and lieutenants can do more of the support work. I do have a qualm, though, that leaders should be making more of the top-level decisions.
If a lieutenant inducts someone a leader doesn't want, his recourse is to remove both of them. That's fair for the lieutenant, but hard on the applicant who's now an Oathbreaker for no good OOC reason. Maybe this should require prior approval, only letting lieutenants induct people on a leader-created list?
Also, the cabal/tribunal diplomacy and economic systems should remain in leader control. It's hard enough to get both leaders to agree to these sometimes, without extending it to others.
But I'd be willing to take it as-is, except for one thing. The current setup of tribunals and cabals strongly favors good alignments. The Midnight Council is stuck with only itself as a possible tribunal choice. Evil Druids have no tribunal that'll take them. Harlequin anarchists are unlikely to find a tolerant tribunal. We'll need new cabals/tribunals if dual membership isn't to further skew the power balance towards good.
