And question #2 is, a human, gets +3 stats or what ever to its primary attributes, but if i type attributes does it show up i.e. str:strong, is that including my extra stat bonus or is that without the stat bonus?

I'll answer the second question first.
Your +3 indicates that you can rise 3 points above a human's maximum (20 in all attributes). Eventually this means that a paladin can become titanic with a maximum (through stat mods or trains) 23 strength, while a warlock can become a genius with up to 23 intelligence. There is no 'invisible' benefit - so if you are at 'strong' (between 11-15 strength) you will not fight as though you are a higher strong, or a low powerful (14-18 strength).
The first question is tricky, because I don't know for sure. If you have a smaller chance to hit while aiming at a different area it's pretty negligible. There are other benefits, however. If you aim upper, you will only be hitting a person in their head and chest, both of which can sustain mortal blows. If you aim at someone's middle area you'll be hitting their chest, stomach, and arms, and the damage you do to someone's arms won't kill them (though it can sever arms and their associated equipment, including weapons). Some races have less capability to equip armor in some body parts, so you might find yourself aiming for wherever they're wearing the least armor for example.
Where you are aiming will not affect your chance to dirt kick or trip an opponent.
