That is a reference for good quality recurve bows and longbows. According to that site, and many others, the avg speed of a good quality recurve bow is 200fps, or 146.78 mph.
Sorry, but you are NOT gonna dodge that. Since, SK also has compound bows, you are definitely not going to dodge them. I might argue that if you fire them at more than one room away, that you could get a dodge bonus. If you are in the same room though (inside) unless you have some mad ninja skills, you aren't going to dodge it.
Just to play Devil's advocate, because I really don't think this is that big of an issue, but standard play velocity for paintball guns is 275-350 fps, and you can definitely dodge a paintball if you have several feet of space. Granted paintballs aren't as aerodynamic as arrows, and lose their velocity more quickly than arrows, but they are also a significantly smaller projectile and harder to see.
I could totally see dodging arrows, not nearly as high a chance as a normal attack, but I could see it happen. Shield block should work on arrows as well.
