This has probably been (re)hashed a million times also.
When you are affected by the blind spell, the who list goes away on you.
When you are merely in the dark and can not see, you see the who list.
If the who list is IC only, then it would make sense that the above get resolved so it works the same if you are in the dark or blind. If the intent of the who list also includes 'to know who to contact potentially in the game and do some RP with' then in neither case should the vision be reduced. I don't really see the point in limiting the who list when you can't see. Now if there was some spell reducing/limiting telepathic abilities, then it would be a more viable reason to limit what you see on the who list.
