If you have a log of someone cheating, please send it to the immortals. Until then, perhaps the word you are looking for in your accusation is "lame" (if you mean turning yourself into the law).
Being 'sneaky' in enemy territory is not against the rules. That the defenders of that territory are not able to keep him out directly (in lieu of the code's automatic defense against outlaws) is probably more relevant.
Apologies for off-topic, but such accusations are a pet peeve.
Not playing the game ICly is cheating. Turning yourself in for crimes only to immediately return to a land to kill/steal from people, but to do so without the guard NPCs attack you is cheating. It is so blatantly in front of the eyes of the immortals that I am not bothering to send in logs of this stuff. If you ever had wanted to punish it, you already would have by now.
The word I am looking for is "cheater." As in, "one who purposely breaks the rules in order to gain an advantage."
