Right. This was not the reason of said change, though. It was more an issue of certain players summoning every named NPC there is, putting law-mobs in the same room and then just waiting for outlaws to gate to said target and get owned.
NPCS summoning PCs, and PCs summoning gate anchor NPCs to certain areas are two completely different things. As I understand it his post said NPCs and guard NPCs can no longer summon.

The ability of charmed NPCs (including NPCs ordered by a tribunal leadership skill) to summon is no longer possible, due to the inability of the playerbase to use the skill judiciously, or to abide by "The Golden Rule of Etiquette".

Rocky Clearing
The ground here is broad and rocky. A small well has been situated
roughly in the center, with ground rapidly sloping down on either side at a
perilous rate. Directly to the west is a fortified building while to the
east is the ever-increasing incline, eventually leading one to the proving
grounds.
Obvious exits: e w nw sw
A complicated contraption of wood and metal is here.
A torch rests here.
A small well sets at the center of the clearing.
This humble, wooden sign has been staked into rock.
A XXXXXXXX male half-elf is flying here.
The priestess Seraniym, prefect of the Talons, keeps watch here.

And don't mention Peso as a reason for your restraint. That's like using Qadaffi as a reason why you don't blow up buildings.
And I did not mention "Peso" I mentioned "Benjamin" I'm sorry if you cannot distinguish between the two but some of have the ability to.
