I've had similar problems in Exile. At (if I recall right) level 4, it took ~20 kills in the Exile newbie academy to give me the same experience about 2-4 gave me in Teron. It wouldn't be hard to differentiate "really slow experience" from "no experience" to newer players. That would be my bet.

I can't add much more than that; everyone else has said what I would about commands/etc.

The Exile academy does give WAY less xp, but the set up with the armor/trainers there is by far the best, and you can always go to the portal stones.

Make sure your CHA isn't to horribly low. It affects how much XP you gain.

Nah, it appears the Exile newbie areas was changed somehow over the past 6 months. I remember loving it as a leveling area, and now it is abysmally slow.

It still has the best starting gear, trainers for the most part. So the trade off is more than fair.

Even with 16+ cha, the xp in the taslamar newbie area is still abysmally slow *relative to other newbie areas I've spent time in*

It does have other perks that I think quite nicely make up for it being a slower place to xp.
