Yes. More in depth answer bellow since I'm not sure what you know and what you don't.

The information command will show you what position you and your pet are in. You'll want to position yourself in a slot behind your pet. If your pet is in F1, you'll want to position yourself to m1 (the command is position self m1). Make sure you have auto assist on. Then you just equip your bow, make sure you have arrows in your inventory or your container. I usually just shoot something from behind my pet, then my pet automatically engages.

If you're having problems shooting, make sure you have arrows, and not bolts (bolts are for crossbow) and that your bow and arrows are of the same size.

There are also certain weapons that reach from second row that a scout can use (such as battle spear).

Tsk tsk, you forgot to mention that he should have auto fire on.
