I'll additionally add, even if a necro does manage to kill you with freed undead, he can't recontrol them (they leave the instant there's no one to chase, seriously) in time to use them again, so they're a perma-loss to him and odds are he can't loot you effectively unless he has another controlled and/or animates.
Most cities have guards that insta-attack undead, the cities that don't are Uxmal (no law), Krychire (which uses undead/necros), and Menegroth (which uses them from time to time), so ultimately, you are whining over nothing.
Be smarter than the necromancer, and remember he has to release the undead in the same room as you. Engage him before he has to (undead released while engaged flee and vanish) or carry a WoR vial. As for how 'uber' these NPCs are, I'll laugh at that. Unless you're a caster with no pet, you should fair well against them. They have inferior skills, are to weak a lot of things, and very few are GM level.
This is just like crying a necromancer can have 10 wraiths, or energy drain, or control 3 undead. It's part of the skill set and often times necros are very solo characters fighting against group mentality pk. This is a tactic to level the playing field.
(including the fact the law NPCs are aggressive to anyone not in a certain tribunal, which enables the tribunal member to send several into enemies).
Actually, I was expecting you to release Varloch in the room I was in while front row, to try to avoid getting outlawed, AGAIN. Or you were just waiting to see if the sessprians would kill me.
OMG A perma-loss!? Oh no, what will you do!? You just lost the NPC and its weapons(that it spawns with) so as soon as it disappears, it'll respawn back in the Necropolis at the next repop, with its EQ. Wow, big deal!

Rofl, if these NPCs are so weak, why are you releasing them into rooms of like 3-4+ people? Maybe because they aren't. The ssessprian ghouls are pretty damn strong and most people are aware of this, plz try again.

Why join a cabal and get one of two spells to avoid getting outlawed, when you can just make a necro, grab three(or more, though the mana drain
does get bad, not a problem though if you make rifts everywhere prior to gathering the controls) aggro undead, and release them all! Have no risk, and you get to loot everyone. Yeah, it is definitely not supposed to work like that. Sorry guys.

Also, if you
really wanted to kill me, and you weren't simply trying your best to avoid getting outlawed, even if you did release the two ghouls, you would have ordered Varloch to attack my pet after you released the ghouls, instead of running in, releasing, and running away.
