Something tells me if you were trapped in a tiny jail cell with other people you'd get to know 'em pretty well by the end of your sentence! At least to know their name, amirite?
But it probably wasn't intentional, someone probably just coded it so that they only thing you could do in a jail cell is say, read, write, drink, eat, get, tell. Just left out "greet."
Some of the best rp I've seen has come out of people yelling while locked up. The threats of revenge, the bored singing, and the spats about how unfair the law is. I currently work in a Jail, and the inmates yell alllllll the time because there isn't much else to do to pass the time. Not being able to yell takes away RP opportunities, and some realism from the game.
