If just the order of the recall/dismount could be switched, but I think it's like this due to code limitations.

It's the same reason you don't recall/quit over a city. Unless you're flying a flying mount won't keep you alive because you dismount first.

Same applies to holding the fly spell. You release all spells prior to quitting as well.

Hrm.. so the dismount is automatic? What if the command rejected you if you were mounted?
