Exile was a huge joke because of that. And when you take into account bounty NPCs were gone for years and years cities were just sitting ducks. Anyway the point is that peacekeepers have always had reach and to a prepared invader it didn't mean squat.

What was really the kicker was that back then ironguard was complete immunity regardless of the spell level. It wasn't so much the level of the potion.
