None of this is necassary. There are the only very specific NPCs right on the edge of the city that auto attack. No guards go en route to anywhere. No other tribunal NPCs (currently) attack.
See, if we had this information, it wouldn't have seemed so bad. But, the way Jorinthia brought it up, it sounded like all guards auto-attack, and they go on mode kill. I wonder why the Imms never corrected this?
