Its decided that a kingdom makes such information public. Everyone in Pyrathia is psychic and knows all the stuff about people on the who list which is IC. Making tribunal membership visible just becomes another piece of that telepathic awareness.
When did the who list become psychic powers? I'm not going to argue with the telepathy because, well, tells. But I always liked the idea of your title being something that comes to other characters through the grapevine. Tales of your exploits, rumors from the citizenry, etc.
