That's completely false. You never see the words "Halt, Lawbreaker" in that entire log, and not a single midnight guard shows up while they're running around in the city and also through the inn where midnight guards have a 100% chance to spawn even for theft. The only reason that even the crappy guards aggro'd them was because Galthain was in the Keepers.

Incidentally, since being banished Ibizlizil hasn't returned to the Empire, and I don't blame him either. All any tribunal (Or defending group) has to do is simply stay one step ahead of the opposing group to ensure that bounty NPCs and now most guard NPCs will do all the work for them.
Fighting bounty NPCs/guard NPCs is crappy, because it entails all the risks of PvP without any of the rewards. It takes either an overwhelmingly larger attacking force, or an unbelievably inept defending force for attackers to win in a city where the attackers are outlawed for anything above attempted mugging (Which is a repeating cycle, by the way, because if you walk around in cities while outlawed, the more guards that spawn, the more you kill and get reported for, so more guards spawn, lather rinse repeat. It's like GTA, except there's no tank).
That's not keeping me out of city PvP by any means, mind you, I'm just saying that since the bounty NPC change (and now the guard NPC aggro change) tribunals have just gotten suckier and suckier to join, because you spend over half the time fighting AI instead of other players, which is the very thing people want to avoid once they're done leveling: In fact, even when you are fighting enemies, if your enemies are any good you end up fighting against insurmountable odds, because the odds -have- to be insurmountable for victory to be achievable in enemy territory. I -loved- PvPing against Destrivai and Alaquel(?) when the two of them would enter Exile and wipe the whole city. After the bounty NPC change, I never saw that kind of PvP again, it was all massive gank squads or summon kills.
