Let's say we have a helm, with no enchantments on it, and it's outstanding quality.

The helm is enchanted to Near God-like.

The helm is faded, and has no enchantments, but the quality is still Near God-like.

Is it better than the original? Neither have enchantments, they're made out of the same stuff, but one's outstanding, and the other is near god-like.

Usually, item level is the benchmark by whether a character can keep an item or not from the dreaded logout thieves.

If you can answer, I'd like to ask:

Does item level affect:

- Armor BASE effectiveness?
- Weapon BASE damage?
- Enchantment tenacity?
- Spellcasting power on use-activated items?

From what I've gathered, the quality of the item indicates how many enchantments can be put on it. For example, an average quality item can take three runes, above average four, and so on. Increasing the quality through enchantments means that you can put another rune on the item.

And, from my experience, unlike what people have told me, IC, fading doesn't cost you a rune. So if you get an above-average quality piece of armor with a greater strength mod, and it gets enchanted to an outstanding piece of equipment before you fade it, all that means is you lost the strength mod. It can still take the same number of enchantments.

(this was learned through about a half hour of enchanting the same skirt, because it kept ending up getting faded)

I've enchanted something from poor quality all the way to NGL, filled with enchants. Gonna have to go with mundy and say "no," Felgus. Sorry.

In Felgus' defense, I think what's being claimed isn't so much that your poor pantaloons can hold two enchantments, but rather, that you'll never see poor pantaloons with eight--they will have become god-like pantaloons, or whatever, through the quality increase.
