the particular group has been known to pull this 'stunt' quite often, yes, sometimes it's real, but a lot of times it isn't

That's the problem with trying to be reliably unreliable.

Hopefully this was done on purpose by the Imms as punishment for the fact that the Harlequin has been a [REDACTED], worthless cabal since the time of Dimmel.

I really doubt it though.

The Harlequin is mostly just a bunch of people who sit around and fountain RP and hoard eq. Sorry, that's fine, but you can do that without being in a cabal(and without eq). It's basically like a social club, in SK. People just join it to have a group for going to get eq.

The Harlequin as a cabal has really had no purpose at all in SK. It's just for people who want to goof off. And don't give me any crap about a "secret agenda" or anything. The Harlequin doesn't do anything. Everyone knows it.
