You are not misunderstanding. In addition, the one who is receiving your emote must also have mastered language skill XYZ.

This is supposed to be explained by the very thin justification that, culturally, gestures are not always identical. So someone speaking Empire would, of course and always, be using Imperial body language along with Imperial spoken language.

Really though, it's just something that a few cheating douchebags decided to ruin for everyone else.

This is bad because the emote command is used also for reasons that are not directly
affected by different cultures, and it might have great impact on warning a player of an incoming action.
ie. A turn of the head to look eastern, un/sheathing a weapon

Should it be then ,with the blessings of the Imms,a common courtecy to inform the emoter (OOCLY) of the failure to be correctly comprehended ?

Or a "trigger coded by the game" that would show the emoter something in the lines of:

There seems to be a miscomprehension of your actions by "X"

I think I'm confused by what is being said here...

Did you just say that you have to be mastered at a tongue to always understand an emote of another player using a different tongue?

Or just for pets?

Because I'm pretty sure I've never seen "incomprehensible gestures" from another player emoting while speaking a tongue I cannot speak.

Thats why its called "(kingdom) Tongue" not "(kingdom) language" because it only applies to spoken words.

If you're Taslamaran talking to a Zhensh and you don't speak Zhensh there's a good chance every emote they do will show up as incomprehensible. It is tongue based thanks to idiots of old.

Absence of the language skill means incomprehensible gestures. I'm not sure at what level, but I'm sure its quite a ways before mastered that emotes can be understood 100% of the time.

It's been stated a few times that this change went in years ago. Instead of learning languages people would emote a conversation and bypass the language barrier completely. Incomprehensible gestures based on language skill were the result.
