Since I've read this has been proposed and denied multiple times, I'll quote that out.

You informed the Judge so noone can report the offender. Other NPCs
however,might go there and report the crime, to clear their memory, but the
Judge will shoo them away as he informs them.
Since the outlaw memory has the offender still there, if the captain believes
that the one who was immune did something that crosses the line, he can
remove the immunity and report him.

To have the witnesses to be able to give you a full report
of what happened, "By storing what they saw in their memory"
Reporting who was in that room except the offender, and what
spells/skills were used.
That would require that in the outlaw list table, the reporter's name is mentioned as well.

3rd idea.
Glancing someone that is in a group, would give you an info table of that group, with certain things hidden (invis,hide,out of the room members,mana,pe)
