Add a status affect to someone who has been voodoo'd that prevents them from being voodoo'd again until 2 ticks later.

Make Final Strike permanent (remove IMM rezzes unless it can be proved that it happened because of a bug, like casting it while DC'ed.)

Return the bounty NPCs classes to what they were before Achernar made his changes including removing the scripts that make the paladins/hellions spam cure/cause light. Instead, change all bounty NPCs to spawn at max level 25, spawn a maximum of one per outlaw per move (as opposed to up to 3 per outlaw per move) and lower their cost to 1/5 of what it is now. That will discourage draining accounts by making it take longer to drain and also by decreasing their effectiveness via lowering their HP pool and spawn rate.

Lower the outer guardian death cost to 1/10 of what it is now, because right now it's ridiculous and can be done with 1-2 PCs that know what they are doing. Raise the inner guardian death cost to compensate if necessary.
