The affect is based on the proper use of the system would include the victors gaining the victory affect. This requires defenders of roughly equal numbers. The fact the inner guardian and cabal defenders are much less lethal means that once the outer guardian is defeated, the defending cabal will almost definitely need PCs to stop the attackers. Yes, ninja raiding is always possible, but why ninja raid when the victory affect makes HP go up. A buff that cannot be dispelled by death or magic.

If you raid while defenders are on, particularly if they have nasty defensive cabal powers (ala MC), you're balancing a goodly chance of getting killed and looted against a possible HP buff and nerfing their abilities.

If you raid while no one is online, you get no buff but you knock out their cabal powers (a pretty significant hit to some cabal characters) and face very little risk of dying. Even if you DO die, you might not get looted.

This is not to say that having "fair" raids isn't a noble goal, it's just that the incentives aren't set up to do it that way. I'd personally rather have no negative repercussions (or only very minor ones such as monetary or loss of a single cabal power) for having your relic ganked - and focusing instead on bonuses for the victors.

I mean, what if by ganking someone's relic, you randomly gained (mastered) one of their cabal powers. That could stir things up!

I don't think randomly is a great idea. MC with a hammer...pointless. UNLESS, you instead make it something like Axe of Darkness(mastered) or Sword of Selfishness(mastered). How you would determin which to give, not sure. There are gray cabals right? You could use that I guess.

The victory effect isn't worth it, that's why.

It's like trying to throw out a royal flush on every hand. It's not going to happen and it makes you a moron for trying.

So you're saying that the affect isn't enough? Would it be worth it if the affect were larger on average, but with the same cap for both duration and magnitude? My understanding was that the maximum bonus could be hefty for any class.
