Make ambush worth with reaching weapons would be a good compromise for scouts.

Scouts aren't good because they're viable against mages, they're good because with bounty NPCs in the mix a tribunal scout is nigh unkillable to the point of stupidity.

That's only cause you're not in a tribunal. Having your own tribunal guard in the fight really changes things. Especially if you have Waish to keep them from walking away.

No, it isn't. Tribunals guards chase when they're hit with ranged combat, so the scout just has an intermediate step of shooting your trib guard, running around a corner to kill it when it chases past some guards, THEN going back to plan A.
