There would be plenty of times a shaman would want to cast just a single malediction or even a couple of maledictions, like blinding and deafening a caster, but not necessarily weakening them or even slowing them. Perhaps up the mana cost and cast time to that of Mass Heal? Some way to make it only applicable to be used infrequently in battle, but still useful in appropriate settings without being overpowering.
Tradeoff, though, is voodoo is completely negated with Spirit Aura, and griefing other players is still against the rules. Is it really that bad and abused that horribly that it needs to be changed immediately?
