My question is then why do some people support moving through neutral territory and others do not?
I do think that a military (if that is what tribunals are - I know the Peacekeepers answer to a judge and I think the Talon does too but I'm not sure about the others) force should be willing to march through neutral land. It clearly isn't a matter of "international treaty." Treaties are what the faction leaders make of them as seen by their ability to declare war and make alliances. If having someone march troops through your territory irritates you then it can/should become an RP point when you bring it up with them. Also, there can't be any sort of treaty barring movement through the unclaimed territories because they are unclaimed.
Also, if tribunal bodyguards really are bodyguards, then they should be sticking around their officer corps all the time. It is more dangerous when you leave your own lands, not less, and a bodyguard is there to make sure you don't get assassinated.
