IMO this is exactly how it should work; just like charm. A successful charm is not an aggressive or illegal action. So it should be for persuade, too. However, if the action you made the subject of persuasion perform is illegal, you should be the one held responsible for it.

I'm pretty sure that a successful charm is a crime, with the exception of the Empire where attempted murder isn't a crime.

Successful charm is definitely a crime.

Rorey routinely got GM buffs (from kin's bard, actually).

I agree that the way persuade interacts with the law code should be changed. Successfully persuading someone to do a legal action should not result in them walking away and reporting you.
