Perkara was a concept I invented when creating Craeftilin. It is a written-only language. The inspiration was that (from my understanding) there are several distinct Chinese languages that are incomprehensible to one another BUT they have same written language--the pictograph writing allows speakers of different languages to write in the same system.
So, Perkara is intelligible to all races and all tongues. It is also instantly understandable to any adult because it is (magically?) intuitive. However, no one can "speak" Perkara. The gnomes of Craeftilin speak Deep but write in Deep or Perkara.
Basically this gave me an in-character reason why characters could read the stories I had in extended descriptions in the game or read books set in the "universal" language build code.
