I feel like we're going in circles here. It's easy to donate to a tribunal fund. Give money to a tribunal member and ask them to deposit it.

the only reason you should need to deposit into a tribunal account without waiting for a tribunal member is if you're trying to use bounty NPCs to help you defend without being in the tribunal yourself. If you want to defend a city with the help of the guards, join a tribunal. Otherwise, join a cabal and do your own work instead of tossing 20 NPCs in the way.
I don't know if it is the same with all tribs, but one of the trib leaders told me they don't keep much money in the coffers when they leave is because it will be drained by others using techniques to drain it while keeping themselves safe.
So, right now in that certain trib unless a trib member is about, the coffer is empty. So, if those that are draining accts when the trib is offline, why can't citizens donate when the trib is offline?
