You're calling me out, but I don't mind. On my current character, if I get banished in a country I tend to purposefully get reported like mad so that I can murder tons of bounty NPCs and empty the accounts. I do this because I understand that as a necro, I'm going to get there anyway, and sooner rather than later, so I may as well just skip to the end.
As an example, once I got banished in Zhensh I didn't go out of my way to get outlawed, instead preferring to fight as few bounty NPCs as possible. I still ran into a golden griffon every 2 city rooms on average from the start, and after a few weeks I was hitting three golden griffons pretty consistently every city step. I don't particularly recall how many PC kills I got, but it wasn't many compared to the sheer number of times I was reported by PCs or NPCs for golden griffons.
I was making this statement in response to the fact that in regards to high sentences, you said

Where my response would be that once banished (After a single PC Kill), you may as well consign yourself to either never going back, or racking up a high crime list: And good luck playing a trib member who stops taking part in a tribunal war just because he got banished.
Sure, NPCs are meant to be treated the same as PCs, but you're not punishing people for killing other players. You're punishing people for killing NPCs while fighting wars that their faction is involved in, which is arguably something they should be encouraged to do, not discouraged through the threat of having to go afk for weeks.
