So what you're saying is you want people to be GM/high level before joining a tribunal?

I think that defense pretty much rests my case for me. Maybe have it be mandatory after a certain level (such as "Champion" or "Master") - but not on entry. Dulrik made a lot of good cases for why it should be public (and I like the public policing of other players idea of the affiliation being public) but there are some very unsporting people out there. It's just a bad idea to leave people vulnerable and/or put a soft level limitation on entry to a player organization. The idea is to be inclusive, not exclusive.

Tribunal affiliations showing up on the who list seems to be in conflict with the goal of increasing participation by allowing a player with multiple characters to join a tribunal with every character. Not many players will be willing to hang big neon sign around their character's neck at low to mid levels that announces themselves as a PK target.

I think you could fairly easily roleplay being an undercover member of a tribunal without actually being inducted. Just like real live undercovers (which I know everything about, clearly, having seen the Departed) you are at risk of being chased by the cops if you do something illegal and they aren't in on the act. But there should be 1 guy at the top who covers for you - ie, the leader who gives you pardons. Man what an awesome analogist I am.

or turn off public tribunal markers. one requires avoiding players/organizations, one does not.

You seem to be under the misguided notion that this will affect me - it won't. Usually takes me between 20 to 50 hours to GM a character. However, it will likely act as a deterrent to rest of you plebes and n00bs. 8)

Personally, I wouldn't join one until I was GM. However, it seems to be counter to what Dulrik intends for tribunals:

You get that either way. It doesn't take long for word to get around about who is in what tribunal. It serves no purpose at all to join a tribunal as a low level character whether your tribunal flag is visible or not. This just seems like a non-issue; the disincentives to join a tribunal as a low level character are there regardless, while no real incentives to join up early exist at all. There's no point unless you happen to like PKing as a lowbie.
