Not all proxy usage is going to be to gainsake the game itself. Now for instance, I'm going to have to be very careful with my viewing of netflix which is being routed through a service which allows me to change my routed path to access the variety of netflix listings in their varous regions. I also have to account for the fact, that I'm not the only person in my household.
Am I going to make a mistake sometime and leave my router setup to go through that service? Probably. I'm hoping that's not going to cost me a character.
This type of usage is not uncommon these days. How will this catch new players who don't know better?
Monitoring, I'm ok with. Conversations I'm ok with. The assumption of cheating and thus punishment for having a proxy ... without any sort of conversation, or other evidence that cheating took place, isn't very player friendly.
I believe myself to be a reasonable person, I hold myself to a standard of only every have one character at a time, and do not cheat. And yet based on this change in policy, it may very well be that the assumption is going to be made that I cheat, due entirely to other internet usages.
I hope that a degree of reasonableness will be applied to this measure as it's implemented, or this policy is otherwise reconsidered.
