just wanted to write that the above of what you wrote there, that is what i wanted to offer to accomplish, to create more options
the idea was to increase density of NPCs, i.e. Tlaxcala was created with more than 1 priest per religion, and it used to be a leveling hotspot back in the day
i did later ask around and found better places to level that could be reached by 1 gate spell, and it had plenty more and faster respawns than A'van and Tlaxcala
it just made those areas not as attractive and felt redundant that's all - the original post aimed to equalise and give more choices
anyway i understand the stance, no problem
