If you petrify and depetrify a NPC, it stays there. Permitting such things as moving gate targets or hiding popular charm NPCs.

Is this legal?

Edit : I believe there was a change once upon a time to make this impossible in HQs, but it's still possible everywhere else. Not sure if intended or not.

It's a bug and doing it intentionally for advantage is considered bug abuse.

My mind just exploded, I've been doing this for some 10+ years..

If this is not a valid method of making something you summoned stay put, IS there an acceptable way?

I've noticed that some NPCs will stick around when summoned, others will walk off on the next tick. Why the disparity?

There is no acceptable method. If NPCs wander off, they obviously have things to do.
