Here's a better question:
Why *not*? What exactly is lost in the game by letting people rebuild? I think the use of loyalty tokens to allow weapon respecialization was a great step forward hailed by most as character-unruining.
The respec thing does not help newbs. What newbs have 40, 60, 100 LT's? It's 20 a pop and let's be real, if you [REDACTED] up your spec that bad the first time, you're probably gonna screw up with the respec too, either by picking a subpar weapon or picking a good weapon that you won't ever get because other people have them. Remember you can't use them on the character that earned them either.
The respec thing benefits vets who want the benefit of the pick up and go style of barbs, but with the bonus skills mercs get. Now, if I roll a merc, I have to worry less about getting one of my specs, because if I die and my Addy Super Sword gets hoarded, I have faith in my ability to not die too often and drop the LTs and switch my spec to some other Super Weapon that I get my hands on.
Just helps vets flex their knowledge more and removes the downside to mercenary for them.
