D&D handles this by applying an attack roll penalty to a ranged attacker attempting to hit a defender in melee combat unless the attacker is trained in precision shooting. Some house rules include the potential for a missed shot to strike the other melee participant in such a situation.

With the current scope creep in chance to hit and accuracy, however, this would probably only further polarize character builds in practice.

More relevant. Last time I looked at the stats was several years ago. I looked it up because I watched an episode of cops where one of the cops was busting on gangbangers and their sideways shooting, saying they're more likely to hit the grandmother down the street than their intended target. Turns out the cops aren't all that good at hitting their mark either.

Granted, that is from a 2006 report, so 8 years ago. I'm not trying to argue with you, I'm genuinely curious about it. I don't think my article about an 8 year old NYC police report is extremely relevant, but it sure beats a statistic that isn't cited. I figure as a graduate student (or someone who, by now, holds an advanced degree) you should realize that.

The difference between shooting at someone and being in a gunfight seems to be the defining factor in your arguements:

Only if you consider a 30% accuracy to be acceptable from the outset. It doesn't drop that much when in a gunfight. My argument is that SK archers are exceptional. The fact that they can hit 4 shots in succession with > 95% hit rate earns most SK characters the highest honors in marksmanship. That they can do it under duress makes the skill level mythical.

I don't care to have changes either.
