Here is one idea create a new tribunal command war party. When you are in a war party only the member with the highest chance of a bounty NPC spawns them. When a bounty NPC spawns a hidden buff goes out that makes it less likely for another bounty NPC to spawn for a set time for that war party, however if a bounty NPC is not spawned due to the buff their location is still reported to the tribunal. War parties would create a similar buff/debuff thing like a cabal attack. No the idea is not full fleshed out but compared to forcing players to gather more gold per day

as long as every tribunal member has their own personal charm person, bounty NPCs r just fine.
if u want to stop NPC wars, start by getting rid of recruit and leadership. then deal with bounty NPCs.
