He's referring to what used to be the newbie zone for Taslamar. It's been re-opened not as a starting zone, but as a newbie zone you can go to after the starting zone.

Some more of these zones should be reopened so you can gain access to low level spells that are cryptically hidden for some reason.

It also helps to have stationary level trainers.

I'm sure they will be. I find it unlikely that one would not be able to access Kytar or the Teron Arena again someday.
