If you see someone abusing the request command if your RP is suitable you should have something to say to them ICly to remind them of the rules. If they follow though on the action you should submit it as an issue.

Clearly there is no giving of these items to other players. Using one on a charmed/tribunal guard is slightly more grey. The first line is open to being interpreted as a flat no, your charm is not you yourself. However an argument could be made to say that having a charm use the item is you using the item by extension. However the last part makes you vulnerable again to potential punishment when it says you can not use the request command to deliberately make items easier to get. A tribunal guard or a charm being used to attack a city brings the item to the easiest place possible for someone to take from you. The likely hood of them not living and you fleeing is quite reasonable are you doing it deliberately or are you just failing. Also if you ever forget to take the item from the charm/tribunal guard.
It would be a good idea to get an official ruling on it right now there is so much wiggle room it is open to abuse and punishment at the same time. Which is never a good situation because of people crying Imm favorites.
