Every now and then I think perhaps it was a failed attempt at saying to those people you are at the top of the game you need to lead by example and this is the example we want set. I say fail because it was taken as make sure you toe the line because we are watching you. But honestly Im not sure it was can always hope. Act positive and others will hopefully be convinced that it isnt such a bad way to do things.

I assume for the same reason a mercenary shouldnt get punished instantly for one mistake in killing a light aura PC (not leveling in a light aura area, who isnt clearly marked (side note the mages in Tlaxacia is a bit of a stretch as far as marking white and dark robes should probably be added to their "actions")) because they dont have a way to detect the threat.
As a side note who list and greet command can be used as effective RP regarding an "insane" diabolical necromancer who wants to kill everyone in Taslamar. Being a member of the black rose via title and having a note posted about the hit of the black rose and its mark. Does make it harder to kill someone doesnt make it completely impossible to take someone by surprise on any given day.

The two important questions being asked are:
Can you outsource your RP before PK?
AKA Getting someone else to tell them trouble is coming from an unknown target and have you to show up and say Im the trouble with a PK attempt.

The second question can we get away with RP with other people rather than the PK target? AKA a group of people discussing someone then deciding that the solution is to kill them then executing the action.

My personal feelings are the first one seems reasonable to some degree this means this should not be the only way you PK but if your a known PKer ICly and it comes up on not a lowbie then its fair game. If for example you are an assassin the legacy RP also falls on those people you kill. You should be trying to convince them to write notes warning other people of your actions and this is RP for you.

The second one I feel is a lot more cheep. In the case of betrayal in rare instances (That is not the norm) perhaps but think of it like a good story the defender of betrayal should normally have a chance to do something different. I wish I had spoiler tags so I could mention things from game of thrones but every time someone had something bad coming to them it was a shock to them because they under valued the threat posed not because they didnt know it was coming in at some level.
