I think you should get right on that.
It's really not so cut and dry as all that. What if a paladin found a light aura murdering someone under their protection. Or what if like, nerina went to war with exile. It's happened before.
What if a hellion has told a man he will kill him. Then has to go invis and hidden to get past guards to kill the man in his own city. Like, if he is visible before the strike he'll get jumped, but cleaving someone from the shadows in the heart of their own fortress surrounded by their allies by a lone hellion is not an act of weakness.
