On a melee weapon only (and sacred), here is some possible ideas:

Arcane Spd
Arcane Art
Divine Healing
Divine Focus (+battle concentration)

Low level combat oriented spells already tend to cast incredibly fast. This is also a thing that does not directly translate from oh say D&D where casting time is a standard action, one round, etc. It's based off of the processing power of a computer, and so if you got say a 10% increase to your casting speed, you probably would not even be able to detect it.
